| Abstract |
Background. The relevance of the study conducted in this article is due to the fact that the level of publication activity is an important and indispensable indicator of the action of scientific policy, including at the state level. Currently, the subject of publication activity as a result of scientific research activities of Russian science is actively discussed and is an innovation in the system of higher education. Managing the level of publication activity is a complex and multifactorial task, which can not be solved only by administrative methods.
Matherials and methods. A number of hypotheses were put forward during the study of the parameters influencing the level of publication activity. To confirm these hypotheses, a survey of university employees was conducted. When assessing the factors influencing the level of scientific and publishing activity, the total population of 3187 respondents was determined. Regression analysis was performed to determine the factors of publication activity. Based on the hypotheses put forward, two linear regression models were constructed.
Results. As a result of regression modeling, the following conclusions on the hypotheses put forward are formulated: 1. There are no statistically significant interrelations between the level of the post and the probability of publication in foreign publications. 2. The probability of having a foreign publication is influenced by work in the field of inventive activity and carrying out design work (for technical and natural-science specialties). Grant activity affects the availability of foreign publications to a lesser extent. 3. Presence of ambitions among university employees in the field of implementation of large international research projects does not determine the likelihood of publication, it is noteworthy that in the second model there is a significant correlation between the orientation toward quality performance and publication activity. Thus, there are more performers among published scientists than managers. 4. The presence of 3 or more graduate or doctoral students significantly increases the likelihood of a foreign publication. Thus, the scope and quality of the scientific management are directly related to the level of publication activity. It is curious that when accounting for all publications as a dependent variable, the most significant predictor is the fact of scientific guidance of graduate students and doctoral students. Conclusions. Later this model, described by factors influencing the publication activity, can be used to develop performance indicators to achieve the University's strategic goals in the field of internationalization.
